1.) Income that the College has received from fining students, preferably from the last three years, but primarily for the academic year 2011/2012 if the previous is not possible.
2.) I'd like to know the procedure for students who fail to pay / cannot pay fines.
1.) SOAS has not received any income from fining students (other than library fines) in the last three years. It may help to explain that, unlike the example of the University of Reading that you provided, SOAS does not own Halls of Residence.
2.) The School’s financial regulations state:
“Any student who has not paid an account for fees or any other item owing to the School shall not receive the certificate for any degree, diploma or other qualification awarded by the School until all outstanding debts have been cleared. Such students shall be prevented from re-enrolling at the School and from using any of the School’s facilities.”
This certainly applies to library fines, and would apply to other fines as well. Further details are available in the Financial Regulations available at http://www.soas.ac.uk/finance/financedocs/ on the SOAS website.
