Biography
Andrew has had a varied career in development, research and training in a range of countries, with a primarily African focus. He has long-term interests in issues affecting the livelihoods of poor rural people, in particular problems associated with seasonality, market access, institutions, and the interactions of agricultural and other activities in rural economies. Recent work has included empirical and theoretical work on agricultural input subsidies; ‘livelisystems’ analysis of ecosystems services and human adaptation to biodiversity change; and two papers on the impacts of high food prices. He has specific interests in the teaching of modules in economics and institutions for development, the socio-economics of rural livelihoods, rural development, and climate change and development.

Research
- Andrew Dorward has been involved in a major evaluation of the Agricultural Input Subsidy Programme in Malawi for the Malawi Government, leading an international team with colleagues from the University of Malawi, the UK and US. This work has been funded by DFID Malawi and by the Future Agricultures Consortium, a partnership between research-based organisations in Africa and the UK aiming to elaborate the practical and policy challenges of establishing and sustaining pro-poor agricultural growth in Africa. Andrew and Professor Ephraim Chirwa (University of Malawi) are currently publishing a book on Agricultural input subsidies in low income countries and the Malawi experience.
- Evaluation of the Agricultural Input Subsidy in Malawi, for the Malawi Government.
Involves working with colleagues from the University of Malawi. This is a long running piece of work (from 2006) and is associated with wider consideration of the roles and implementation of agricultural subsidy programmes in promoting food security, general economic growth, and poverty reduction, with recent papers and/or presentations for the FAO, IFAD, World Bank, Netherlands Government and UK Government Foresight project on Food and Farming Futures. This research is funded by DFID Malawi and by the Future Agricultures Consortium. - Development of the Leverhulme Centre for Integrative Research in Agriculture and Health (LCIRAH) – a new initiative tacking a neglected topic of increasingly recognised global importance (see website www.lcirah.ac.uk).
CeDEP staff members involved: Bhavani Shankar, Andrew Dorward - Examination of changes in real food prices in poorer and richer economies for poorer and richer people, questions long run historical declines in real food prices when considering poorer nations and people
- Human Adaption to BioDiversity Change is a research project involving interdisciplinary building and testing of concepts, methods, and tools for understanding and supporting autonomous adaptation to biodiversity change, a critical but little researched and understood topic. Andrew Dorward will provide inputs on the role of biodiversity in rural livelihoods and on processes of livelihood change, working alongside anthropologists, ecologists and modellers from the Universities of Kent and Oxford in the UK, Rhodes University in South Africa and the University of Agriculture in Bangalore, South India. Rebecca Kent has a major role in this project, with a part time secondment to the University of Kent to work on livelihood change, biodiversity valuation and knowledge system components of the project, including field work in the Western Ghats, India.
CeDEP staff members involved: Andrew Dorward, Rebecca Kent. - The Millennium Development Goals: A Cross-sectoral Analysis and Principles for Goal Setting Post-2015. Under the leadership of the London International Development Centre (LIDC), An interdisciplinary and intersectoral team from the London School of Hygiene and Tropical Medicine (LSHTM), the Institute of Education (IoE) and SOAS produced a commissioned paper for The Lancet (the world’s leading general medical journal) setting out lessons learned from the MDGs and ways forward, ahead of world leaders gathering to discuss these challenges at a summit at the United Nations in New York from 20-22 September 2010. The team is now working with others concerned with the development of post -2015 development goals.
CeDEP staff members involved: Andrew Dorward and Colin Poulton - Involvement in the Future Agricultures Consortium, which aims to encourage debate and policy dialogue on the future of agriculture in Africa. The particular focus of work by CeDEP staff is social protection and agricultural growth (Andrew Dorward) and policy processes (Colin Poulton) working principally in Malawi and Kenya respectively.
CeDEP staff members involved: Andrew Dorward and Colin Poulton - Andrew Dorward and Rebecca Kent have been members of a research team working on human adaptation to biodiversity change. The project, funded by ESPA (www.espa.ac.uk) and involving colleagues from ATREE in India and the Universities of Kent and Oxford, is developing multi-disciplinary frameworks for conceptualising and studying people’s livelihood, knowledge system and value adaptations in response to the spread of Lantana camara, an invasive species, in the Western Ghats in India.
- Andrew Dorward has brought together his interests in food prices and in possible successors to the Millennium Development Goals (MDGS) after their expiry in 2015. In a recent paper he discusses the long term negative impacts of high food prices and various challenges that are push food prices up, and then proposes food production and price indicators that could be used in new international development goals and targets (http://eprints.soas.ac.uk/13483/).
