Despite various changes brought about by the shift to a post-apartheid government, South African industrial policy has continued to be influenced by the interests of the minerals-energy-complex (MEC). Previous support and trade protection has given way to liberalization which has contributed to the decline of sectors unrelated to the MEC. Textiles and clothing illustrates these developments and helps highlight the political economy structure and dynamics underlying the evolution of industrial policy.
