For over ten years, the UN Secretary General has been reporting to the General Assembly on the progress made in implementing the 'zero tolerance' policy on sexual exploitation and abuse. These reports document statistics on allegations made against UN peacekeepers. Data is often presented as an impartial reality: “the truth”. This presentation will examine the UN's use of these statistics and questions about their reliability. It will also consider the role that this UN data plays in relation to efforts to develop new legal arrangements to address sexual exploitation and abuse.
