Contracts disclaiming responsibility in event of student injury

Has the university or institution considered (for instance, in discussions at committee meetings, or when consulting with lawyers) introducing contracts that students must sign in order to enrol at the university which absolve the university of blame in the case of personal injury to the student, including from suicide or attempted suicide?

If so, please could I receive any relevant documents (e.g minutes, written proposals).

In addition, could I please told how close the proposals came to be implemented or if they were implemented.
