Hype and hydro have gone together in the highland-lowland interactive hydro-ecological system of South Asia, aided by pliant national hydrocracies and removed (from local concerns) international development agencies. One type of science, one style of organizing and the promotion of one type of technology has led to wasted time and resources, impasse and a loss in sense of direction. After laying the background in the upper Ganges basin between Nepal and India, the talk will focus on the kind of pluralized policy terrain needed at all scales that can begin improving the situation.
