SOAS Centre for Sustainable Finance Co-Organises Acceleration Dialogue on the Role of Public Development Banks in Domestic Financial Resource Mobilisation in Kigali

Professor Ulrich Volz discusses proposals for strengthening domestic financial resource mobilisation in an event with the Development Bank of Rwanda.

On 25 July 2024 the SOAS Centre for Sustainable Finance co-organised an Acceleration Dialogue in Kigali on “Accelerating National Public Development Bank Initiatives for Enhancing Domestic Financial Resource Mobilization and Local Market Development for Climate Finance” bringing together key stakeholders to advance climate finance mobilisation in Rwanda. The event was organised jointly with the Development Bank of Rwanda (Banque Rwandaise de Développement), the German Federal Ministry for Economic Cooperation and Development (BMZ), and the NDC Partnership.

The event was opened by Kampeta Pitchette Sayinzoga, the Chief Executive Officer of Development Bank of Rwanda, and H.E. Heike Uta Dettmann, the Ambassador of Germany to Rwanda. Professor Ulrich Volz, the director of the SOAS Centre for Sustainable Finance, delivered a speech framing the challenge and sketching out solutions for scaling up domestic financial resource mobilisation. In particular, he pointed to the opportunities of fostering collaboration between national development banks and international development finance institutions and highlighted the potential of harnessing digital sustainable finance approaches to attract a new investor base.

The event featured important perspectives from Rwanda’s Ministry of Finance and Economic Planning, the National Bank of Rwanda, Rwanda Banker’s Association, Ruanda Green Fund, Rwanda Finance Limited and international development finance institutions including the World Bank, KfW and Agence Française de Développement. Together, participants explored how national and international development finance institutions could scale up cooperation to mobilise domestic capital towards climate and development objectives.

This event was the first in a series of acceleration dialogues initiated by German State Secretary Jochen Flasbarth and convened by BMZ in collaboration with the SOAS Centre for Sustainable Finance and national development banks and other local partners. Further acceleration dialogues are currently planned in Bogotá with Banco de Desarrollo Empresarial de Colombia (Bancoldex), the Colombian development bank, in Rabat with Caisse de Dépôt et de Gestion, the Moroccan development bank; and at major international financial convenings including the Annual Meetings and Spring Meetings of the International Monetary Fund and the World Bank and the 4th International Conference on Financing for Development.
